Union Commission Boss Slams Ruthless Plot to Topple Benin’s Government

The Chairperson of the African Union Commission, H.E. Mahmoud Ali Yousouf, vehemently denounces the attempted overthrow of the constitutional order that unfolded on 7 December 2025 in the Republic of Benin. He emphasizes that any military intrusion into civilian political affairs represents a severe breach of the foundational norms and ideals upheld by the African Union.

He recalls the Union’s established instruments on Unconstitutional Changes of Government (UCGs)—notably the AU Constitutive Act (2000), the Lomé Declaration (2000), the African Charter on Democracy, Elections and Governance (2007), and the Ezulwini Framework (2009). These frameworks unequivocally repudiate military usurpation of authority and reaffirm the supremacy of constitutional governance and democratic legitimacy as essential anchors of peace and stability across the continent.

The Chairperson urges all individuals implicated in the attempted coup to halt every illicit action, uphold the Constitution of Benin, and swiftly return to their lawful duties and military stations. He calls upon national stakeholders to safeguard unity, foster inclusive dialogue, and prioritize the preservation of national tranquility.

He conveys profound alarm over the growing wave of coups and coup attempts emerging in parts of the region, lamenting that such actions continue to destabilize the continent, jeopardize democratic progress, and embolden armed actors to defy constitutional boundaries. He cautions that these developments corrode public confidence in state institutions, weaken governmental authority, and pose serious threats to collective security.

Reaffirming the African Union’s unwavering zero-tolerance policy toward any unconstitutional seizure of power, the Chairperson stresses that the Union remains steadfast in defending democratic rule, respect for the law, and the sovereign aspirations of the African people.

He further reiterates the African Union’s firm support for H.E. President Patrice Talon, the legitimate leadership of the Republic of Benin, and the People of Benin, who continue to demonstrate steadfast commitment to democracy, peace, and institutional resilience. The African Union stands prepared—working alongside regional and international partners—to assist the Government and People of Benin in fully restoring constitutional order and fortifying democratic institutions.
